    I think Joomla will do it. If there’s not an option to change the language by default there’ll definitely be a plugin for it.

    Some of the CMSs user interfaces are already translated to different languages, fruthermore they are able to handle eastern languages and rigt to left languages (Arabic, Hebrew..). Check out Kentico CMS which does it.
